Sorry to update you bro but note8 will not get android 10 as it already got 2 major updates i.e android 8 & 9 as it was launched with android 7.0 , and its google policy Samsung cant do anything about it.

Now s9/note9 series will also not get any major update as they also got 2 major updates.

Lol you need to go and do your homework then, its very basic😂. Even pixel and one plus devices dont get any updates after 2 major updates , Samsung has nothing to do about it.
