Earlier in Android N version, we can directly press and hold any app from app menu and it will allow us to open app info page & there we can force stop the app or clear cache etc...
but now in Android Oreo, we can't do the same. You need to go to settings ,click on Applications and search the app for which you want to force stop etc.. this is serious bug. Please fix asap!

I guess you are using 3rd party launcher?
