The first thing a theif does is turn off phone as soon as it is snatched or stolen. Then it is later physically opened and before you could track it via Google's or Samsung's find my mobile service, its gone forever.

1. Why can't we have a simple feature to have phone ask for Pin/Password/Pattern/Biometrics as soon as the shut down button is pressed? This should be a feature all across the industry. Not sure if iPhones already has this feature or not. This should be a mandatory feature. Not having this is a big flaw in 2019 in smartphones industry

2. Also, I like to keep my GPS off to save battery and turn it on only for navigation. Now, if my phone is locked and gets stolen, it should ask for password/biometrics for turn off (or unlock, which it does thankfully) and after 3 failed attempts the GPS should turn on automatically so I could track my phone. And lets say if its not stolen and I just entered my password incorrectly, it can just give a small prompt that "GPS was turned on automatically upon 3 failed attempts to unlock". I could then turn off GPS only after unlocking my phone. This doesn't need to be a mandatory feature. However, it should be an optional one in settings.

your points are very appreciable and I agree with both. I think in android 10( one ui 2 for Samsung) it asks for password or fingerprint to switch off.

No its not same as the one I suggested. The one in your screenshot is turned on my phone since last year. It just means that you can't toggle quick settings like WiFi, data etc when phone is locked. It doesn't mean it is asking for password if you want to turn off your device itself.
