Swipe down does not work whit touch but by pen is ok

Samsung Note 8, everything is OK, only the swipe down does not come down with touch, but it comes down easily with the pen .. We also flashed it, it was not solved .. screen works See the movie lever..in lock screen we can swipe down notification..god lock and manager change are not in my phone

Once change theme and try

Also clear one ui home cache

Check homescreen settings like swipe abywher to pull notification on homescreen
