Today, I've used my phone for around 40-45 minutes. 
However, my screen usage according to 'device wellbeing' page is 13 hours and 50 minutes. Thats the complete length of the day uptil the time of the screenshot (1:50PM). The sole contributor to this duration of time seems to be WhatsApp. This has happened for 3 days, previous 2 being a full 24 hours of screen use. All three days, WhatsApp apparently uses my screen for each minute of the day.

But the device care page shows the actual values. 2 minutes of active WhatsApp usage uptil now (today), and 14 minutes of background use.

What exactly is the issue for WhatsApp using the screen despite not being in use? 
What's the solution?

then you use WhatsApp as much time
and you won't disable background activity or data activity as if you disable ai then you would not get notification in real time

background activity is enabled. but background usage is only 12 minutes, please check the second screenshot

yes and in first image which shows the battery uses is not only after your last charge battery, its overall brother
