All the rest of Europe have received it - you can download from Sammobile (sample link from Germany DBT - which will work fine for INS): "https://www.sammobile.com/samsung/galaxy-note9/firmware/SM-N960F/DBT/"

First download and it takes 9-10 hours for unpaid users - this is the only pain.

Then use ODIN to flash your ROM. Everything remains intact, Knox Security, Google Play Services - device certified status, all other apps - all fine. I do this all the time and don't wait for delayed OTA updates. 

The real question is not a single country has registered receiving the May 2020 security patch, and it is rumoured that this will get delayed to June, since it is supposed to be coming with major update One UI 2.1. Current version is 2.0. We'll see how that goes.
