As recently forwarded Keynote represents Android Pie update and One UI. Since Samsung Galaxy Note 8 is launched in 2017 it is reported that it'll not be updated to Android Pie Program. 

Devices like Galaxy S8 | S8 & Note 8 are capable of driving Android Pie Program and why it is not forwarded to previous devices and only initiated for Newer Devices Like Galaxy S9 | S9 and Note 9

Ok the thing is samsung told them about the beta pie won't be coming to s8 note8 but the final build will come. That's why I hate Tom's guide! Totally misleading bs.
