Now in India Airtel and Jio launched VoWiFi services, with this we can make or receive calls even we didn't receive any network signals, when we enable the settings. But the call recording option doesn't work at present. Will samsung enables that, then it will be useful.
Unfortunately there is no option to record calls while we using WiFi calling as the calls thro data, they may add the this option in future but not guaranteed.
