Will the Galaxy Note Fan Edition be launched in India in the near future or not? If yes, then when will it be launched?

if budget is not an issue for you then buy note 8
if budget is low and you desperately want a note phone then buy note 5 it is also a good one note phone
note 5 is still good

i am using s7 edge and i saw note fe's specs which showed a handful of good features in a lesser price. so i thought if it is being launched in many countries then it might be in India.

if you're using s7 wait for Note 9. A single generation upgrade is not worth it. The biggest diffrence in s8 or note 8 from S7 is that this year's flagships hav a much improved front camera.
