ya bro .. Samsung built in withdraw motion effect in wallpaper after android 2.0 but in infinity factory version wallpaper motion effects still presents in devices, may be in few example s9 infinity wallpaper...... but Don't worry Samsung introduced it inside goodlock apk ..so you can put the motion effect in any wallpaper

you can't because they have already shifted it to goodlock apk for their own promotional app
