Why Android Folder Is Empty And Obb Folder Is Empty ?

There are no files to be accessed by the user. They are hidden/locked by the OS. You need admin/developer privileges to see all files in android folder. Rooting the device is the solution. Some hidden files might be accessible though, try 'show hidden system files' option in settings by clicking three dots in the file manager app.

I can clearly see 3 items in obb folder in your attach Screenshot.

Main problem is 0 items in data.
