Anyway, uninstall updates of youtube app, clear all data and then update to latest version then check if 60 fps is available.

Galaxy Noteso all you have to do is go to settings and then click on display and then go to screen resolution...it would be 2220×1080 which is the default setting.
now change the resolution to 2960×1440 which is ultra HD.
after that go to apps and force stop the youtube app and then open it...you will get the option of 4k quality
