i dont know why but the exynos version of the note 9 is not supporting 60 fps videos on YouTube. Only the videos that are 60 fps hdr are playing in 60 fps but not the normal 60 fps videos like the ones uploaded by jerry rig everything or MrMobile. it is available on all the phones except the note 9, even the s9+(exynos) but not note 9(exynos). I have done everything from clearing data to reverting back to old version of youtube to factory resetting the phone, its an official problem on xda forums. I hope samsung fixes this with next ota update on note 9

Watching iphone XS Max durability test on note 9 🤔
you should prefer watching note 9 durability test as you own it.
Anyway, uninstall updates of youtube app, clear all data and then update to latest version then check if 60 fps is available.

i opened a random jerry rig video, all his videos are 60 fps, but this is so sad samsung is not enabling 60 fps youtube video on exynos variant of note 9. This is not only the case with me but everyone else globally who have exynos note 9.why samsung..just whyyy

at first i also didn't know how to change the video quality of the video in youtube to 4k...
so all you have to do is go to settings and then click on display and then go to screen resolution...it would be 2220×1080 which is the default setting.
now change the resolution to 2960×1440 which is ultra HD.
after that go to apps and force stop the youtube app and then open it...you will get the option of 4k quality
