why can't I disable "Swipe down for Notification panel" feature?

so I had enabled this setting to test it out but I disabled it soon.
As you can see in the screenshot It is Disabled but the Notification panel still responds to the UP and DOWN movements done on lockscreen button. why so? how can i disable it for good?

once restart and check

checked multiple times with restart, still the feature is Enabled.

then Reboot in a safemode then check

steps to turn safemode;
long press on power button>
long press on power off option>click on safemode >your mobile will restart and turn into safemode.

lol i tried that too assuming it's working in reverse. But no results. The feature stays Enabled irrespective of whether it's Enabled or Disabled.

you can try these steps but read notes given

A. Reset App Preferences.
Settings >Apps> Tap on Top Right 3Dots and select Reset App preferences.

B. Go to settings >general Management >reset>reset settings.

(NOTE : Reset settings/ Reset App preferences, change all settings to default)
