Galaxy MI recently switched from a Huawei device to Samsung, and so far I think that only Huawei devices has that feature. Fingers crossed one ui 4 includes a Hotspot limiter and the ability to disable data usage completely for various apps because the current one is weak, unlike Huawei which was more thorough in that regard.

Galaxy MI can attest to that, huawei devices are smart in that regard, you can't limit devices that can connect and you can also set the exact dates they'll use once they connect. In huawei you can also set the notification bar to show you the internet speed.
I miss huawei

Galaxy MThat seems like it's not really answering the question, though. On other phones (for example Huawei), you can limit hotspot data usage without limiting mobile data usage in general. Seems like a pretty useful feature to me, and imo that's what OP asked for.
