and yeah official screen recorder is missing

meanwhile you can try mnml/az/kimcy screen recorder

not only in m30s, several hand set in Mseries and few A series lack screen recorder and bixby

yes samsung m30s doesn't support that features till now but in future updates, screen recorder may be come but bixby assistant is only for flagship models like s, note series
samsung has made two apps in playstore, name is bixby voice assistant and bixby home which is made for that models which doesn't have bixby features
now samsung provide some features which are in flagship models like edge panels, edge lighting.. , in uodate of one ui 3 samsung has provide these features in around all models
