I have samsung M30 running on android 10 one ui 2.0 with September security patch update

I want to know those who are eligible for android 11 those devices will only get one ui 3.0 or one ui is not dependent on android updates ?

Will M30 will get one ui 3.0 ?

If your M30 was launched with Android 10 then you will get Android 11 for sure.

And For Samsung One UI 3 and Android 11 will be same, I mean they won't update Android 11 first and then One UI 3, rather than this they make UI based on Android version so One UI 3.0 will be based on Android 11.

For official list and timing you should wait for notifications here from Samsung itself.
