Follow these steps:
1. Open Google app
2. Go to Settings
3. Tap on voice
4. Now go to Offline speech recognition
5. Go to auto update
6. Select do not auto-update languages
7. Then restart your device.

If you found thus method successful then accept it as solution.

Force stop it i had same issue yesterday lomg tap on the notification - click settings - click on app icon - focre stop
