Go to allowed devices
here disable the option "only allowed devices can connect "

Galaxy M1. Connect your phone with USB cable
2. Settings- > Connections->Mobile Hotspot and Tethering-> USB tethering
3. Your PC or laptop will get connected with the internet from your phone.
Note: Use official cable that supports data transfer and not the power only cable
