This happens when a software of mobile is being exploited with some third party apps. To fix this, visit sammobile.com and download the firmware related to you mobile and flash it with Odin software. (complete step by step guide is provided there.)

It might solve if the third party app have not damaged the system reserved partition else I would suggest you to just download the firmware and flash it because in that process you can even select to keep your data safe while formatting will erase all.

Don't flash with Odin, firstly do the full back up, then format device and try again. If problem still persists then visit Samsung care.
