If You are Asking For Turning on them Same Time,Then It is Infrom That Wifi And Hotspot Can't Work Toghter Because as long as you're connected to a Wi-Fi network and have enabled the hotspot feature in your settings; essentially, your phone will be using the internet from the Wi-Fi network to then share it with other devices through its hotspot function As It is Illegal.

Im using same device.You should restart your device or check for an update.I hope it helps.
