No . That 3 major Android updates policy implies only for 2019 flagships or later and some mid-range devices (Like A51,A52,A71,A72,etc) .Others will get only 2 major updates. But that 4 years of security updates implies to all devices from 2019 or later. Your device will now get only security updates. Yes you're right. It was launched with android 9 . And it finished to receive 2 major updates i.e. Android 10 & 11. Hence no new major update. Now M40 will get only security updates
