if ur processor support it then may be enable through software update by Samsung...

Processor 9609, 9610 & 9611. all 3 support CA.
but antenna & modem used here don't support MIMO (as confirmed here by IamSRV).
so hardly we might se only intra band CA in Jio with Band 40 + 40. No inter band CA from any operator in M30s even after One UI 3.0 update possible.
