Go to settings>>apps
Search for "carrier services" app (if not there, then install it from play store).
Force stop it and clear its data.
Next, search for samsung messages app.
Force stop it and clear its data.
Restart your device.
After the restart, wait for some time. If a flash message appears by itself to input your number to turn ON chat messaging, then it's fine. If you don't see such message, go to your messages app and head over to settings to turn ON chat features.
Accept this as solution if your query is resolved 😊

Do to messages-3 dots- settings-chat settings- turn chat features on.
