I still don't get what it actually does and why is it running on my device all the time?Do you have it running too?

Yes . You can force stop if you want.
Or you can avoid it as it uses a small amount of ram

Naah it's just a part of Android 11's newer quick share which has some better sharing and transfer framework for faster and secure transfers.
