Officially not possible..you can try some 3rd party apps(personally I won't recommend)

Good old Samsung days. Who else remember the live wallpaper which made a water drop sound effect as well while touching ??

Samsung natively now allows a live video wallpaper only in lockscreen and caller screen. So to use in home screen you need some extra app.
