Galaxy MMethod 1: Set a Maximum Connection Number (Strict Limit)
You can directly restrict how many devices are allowed to connect simultaneously by adjusting your hotspot's advanced configuration: [1]
Open Settings and tap Connections.
Tap Mobile Hotspot and Tethering, then tap Mobile Hotspot (tap the text itself, not just the toggle switch).
Tap Configure or tap the three dots in the top right corner and select Configure Mobile Hotspot.
Scroll down and tap Advanced.
Look for Broadcast channel or Maximum connections.
Tap it to change the value to your preferred maximum limit (e.g., 1, 2, 3, etc.). Tap Save. [1, 2, 3, 4, 5, 6]
Method 2: Limit Connections via "Allowed Devices Only" (Selective Control)
If your current One UI version restricts editing the exact number, you can use the MAC address filtering feature to build a trusted list: [1, 2]
Go to Settings > Connections > Mobile Hotspot and Tethering > Mobile Hotspot.
Tap the three vertical dots in the top right corner and select Allowed devices.
Toggle on Allowed devices only.
To decrease/restrict usage: Remove specific devices from this list so they can no longer connect.
To increase/allow usage: Tap the Add (+) button to type in the Device Name and MAC Address of any new device you want to let in.

Please perform the below-mentioned troubleshooting steps, these may help in resolving your concern.
You can set a maximum number of connections by navigating to Settings > Connections > Mobile Hotspot and Tethering > Mobile Hotspot. From there, select Configure and adjust the Maximum connections in the Advanced settings.
Alternatively, you can use the "Allowed devices only" feature to control access selectively. This can be found under the same Mobile Hotspot settings, where you can manage the list of devices allowed to connect.
