How to Voice Type Offline Android 10 (Q) go edition

How to do Voice Typing offline (speech to text) be it for taking notes etc. in Samsung M01 core Android v.10 

In Settings - Language and Input - I have only following 3 options, where Google Voice typing is already set to automatic.

I don't think this feature will work offline.
