Is there any possible way to enable "Google discover" on M31? Or some another way to read news on home page.

there isn't any official way to do this as of now. downloading a third party launcher would enable you to do that. But you'll end up missed the amazing oneui launcher features and interface. There is a possibility that with oneui 3.1, devices get the option to have either Google discover feed or samsung free feed.
