brother its total depends on for what you shoot the video, like for tv, or laptop or dvd etc...
and what features does have in your mobile

by the way 1080p 60 fps is good to shoot videos
but if you want to watch it in smart tv,s then 4k(UHD) is the best,
but i think most of the phones is not supported eis in uhd mode

but I'm using M31 and in this 4k is in 30 fps

and when I switch to 4k it shows that some video effects and stabilisation can't be supported in this mode , I don't know what type of modes those are..??? But I wanna know...

yes thats why I mentioned its depends on your mobile features
i also mentioned in 4k stabilization not worked
so better option is FHD

this is called on Samsung super steady mode which doesn't work on UHD videos shoot
so i told you the better mode

For Pic 3:4 best resolution.

and for video chose higher resolution but till the point you are shooting steady videos..and if its like running shot then you have to use video stabilization, for that you need to lower video resolution size(according to your device)

and obviously samsung phone produces great images only in daytime, in artificial lighting result is not that great..
