Applications automatically locks in task manager

My tasks keep getting locked when I don't even want them too. I have to manually unlock them so I can hit clear all but it's just super annoying and stupid. Any fix for this?

kindly note ntng helps I've restarted phone.. factory reset all i have done

Remove all locks. clear the catch and reset the lock.
