The SD card has always been primarily intended for storage of your own data files, like media files (photos, videos, music) and documents. Using the SD card to install actual apps has historically been fraught with glitches and risk of data loss, since SD cards are notoriously unreliable and relatively easily corrupted (compared with onboard memory). This is part of the reason Google shies away from implementing external SD cards in its own devices (i.e., Nexus and now Pixel devices).
Marshmallow did introduce Adoptable Storage, which allows you to format the SD card to become recognized by the system as part of Internal Storage -- which thereby expands the ability to install apps. However, some manufacturers (like Samsung and LG) opted not to implement this feature on their devices, for reasons that I'm not entirely sure of (although it's probably related to the potential for corrupted cards as I mentioned above). For those phones that did implement Adoptable Storage, it's not without problems either.

If you still want to move your app data to external SD card...you can apply by manually in limited app ( not applicable for sensitive app like: banking, Security & Password manager and some system app etc .)...go to setting > app > select application / app info > storage > change

Thanks for being with Samsung and for sharing your query. We would like to inform you that the default storage can not be change however application and its content can be moved to the SD card.
- Navigate to Apps -> Smart Manager/device maintenance -> Storage -> Move to Memory Card.
- All the saved or stored Social Network content will move to memory card of the respective application.
- Apps supporting Internal Storage saver: WhatsApp, Facebook Messenger, Hike, Imo and Jio Chat
- Also, Upcoming new content will be saved to memory card directly.
- Application once uninstalled, will not appear in the list.
