if you don't know deep about what is developer option then you shoud turn it off..as you can try many tweaks and tricks to smoothen performance of device in developer option but for a noobie it may b dangerous though...

Thanks for your query. Android Developer Options allow you to enable debugging over USB, capture bug reports on to your Android device, and show CPU usage on screen to measure the impact of your software. We always recommend not to use this option until you are not a developer.

If you know in depth about Developer Options, you can use them to smoothen your experience, or just for a few tweaks. In case you don't know anything about these, don't enable any of these options.
