Ypu would need to unlock the Bootloader of your device.

Then Flash TWRP through a Windows Computer with a supported software like ODIN

However, why do you want to do that ?
For some Custom ROM ?

You better not do anything to F23 as you will instantly loose Knox and volte which can not be renew at any cost and your device will become more prone to attacks due to twrp.
