Here some tips to improve performance in f23 and make your phone a little smoother:

1. Turn off blur effect (reduce transparency and blur)

2. Set animator, transition and window scale to 1.5x and turn on 120hz

3. Go to settings/apps and turn on show system apps

And then search One UI, System UI, Android system and click it

Then click battery 

Set to unrestricted 

Then search to menu performance statistics and turn it on

4. Turn off Ram plus

5. Set screen zoom to 2x

6. Update it to latest software and use galaxy app booster

7. Put all apps to deep sleep 

8. Clean your device's unnecessary files

9. Zip rarely used apps

10. Uninstall some 3rd party apps that you don't use that much (keep your storage less than 50%

10. Disable some default apps

11. Wipe cache partition and click to repair apps

At least it increases the performance a bit more and make your phone smoother

I don't know but it shows it uses more battery
I guess it improve performance a bit more

How to wipe cache? And setting animation to 1.5x makes it even slower to load
