Non downloading of a app

I want to download aadhaarfacerd app from Google play store But it says this app won't work for your device.Any solution please?

I understand what you are trying to say as it does not install on my device either I belive it has something to do with the requirements of the app as both samsung and google will probably not deny a governmental app from installation without any reason.
