Actually it was available in my m31 after I updated to Android 12 but after a day it was disappeared 🙃

First day ot was available, next day the option disappeared.

Use shortcut maker or activity launcher to create a shortcut on home screen . This the only way u can use it right now.

Launch Bixby and say open extra dim then it will open it in any one ui 4 or 4.1 devices then it will open extra dim in your device select the intensity and there we can make our shortcuts such as on when held two volume buttons. And keep that shortcut now it will work when you do that shortcut.
