Please perform the following steps to resolve the issue:
1- Settings > apps > tap on 3 dots (Upper right corner) > reset app preferences and restart your device.
2- Settings > apps > messages app > storage > clear cache > go back > force stop.
3- Check the mentioned issue in safe mode.
4- If issue still persists, create data backup and reset the device.
