can't move applications in Memory Card

In my Galaxy A6 Plus i can't move Application in Memory Card. If it moves in memory card by chance then after restart the Application's icon gets Gray and i can't open it.

Sometimes it shows "Not Enough Storage Space"

While there's 40GB available Space in memory card.

Is this problem with ANDROID 9 & 10? It was fine in Android 8.

I've reset my phone, formatted memory card already and memory card is absolutely New.

There might be limitations in android 9 or 10. Please check it on Internet.

no. i don't think so. maybe 9 & 10 doesn't support to move applications in memory card anymore. I've checked already
