No, only Samsung can enable full support of camera2 API.There isn't any way to enable it as of now.

If u don't mind using 3rd party apps install open camera from play store. It supports 2api.

It can't be done unless you root your device and enable HAL3 and then enable camera 2 api in build props. Without HAL3 you can not enable camera 2 api even after rooting.

I am waiting for properly working twrp recovery for my M30S ones I get it I will post how to enable it for all handsets.
