Yes, black crush or black smearing is visible on OLED displays especially at very low brightness.
It depends on quality of panel regarding how much effect is easily visible or not.

I can see this in my a71 ..in low brightness nd its very annoying 😒..while scrolling insta..is this normal or should I replace as it is very intense in my phone..?

Try asking for replacement but chances are less.
It's hard to capture in photo or video also.
For me on Note 10 Lite,it is noticeable only when I am in full dark room + I reduce brightness to lowest level + scroll up down quickly on dark background like reading comments of this members app.
Its like I have to see it carefully to even notice.
So I am not much bothered by it.
In fact , I found that on my friends iPhone XS it is more noticeable.

lower your brightness to zero..enter a dark room..switch to dark mode nd try moving the icons or swipe nd see the screen..u will notice..
