I have made a research as to understand why some devices have received the one ui 7 and others have not for those who live inSouth Africa Only. For now the likely answer isXFA/V which is the carrier ID of south africa which has not yet been given the version of our software to our phone we are using. If any one for those who received the update early or not can provide the Service provider software version which is found on: Settings/About phone/Software information whether by providing a screenshot or just writing it, we can then help solve the mystery surrounding the inconsistent update and help adjust our expectation in knowing when we will receive our updates to our phones with good accuracy. I am open for feedback and suggestion.

I also would welcome those who have already received the update to share their insight of screenshot or write it so that we can help those who have not received it to have better expectation.

To be this region XFA/V in many server that offer offline install of this firmware have not received this software if ever you want to install using Odin tool.

Just for more context, XFA is everyone except Vodacom(XFV) so if you did not recieve the update yet but other people(who have the same device as you) have recieved it and are on the same CSC(Country Specific Code) as you, it just means that the Service Provider hasn't sent the update to your phone yet (aka OTA (over the air))

The problem is that those who received it are not willing to share their CSC(Country Specific Code) of which it would clear the confusion that is roaming around without the definite answer. If they were willing to share their CSC insight that would help us to pinpoint quickly the main problem of the delay of the update.

Earlier in the month someone suggested that when we get the update that when we post receiving the update, we should include the country, but now that a bit of time has gone by that post is buried with everything else. So I think you can create a new post with this requirement so that at least by mentioning the country, every person can expect an update in that timeframe.

To answer your question about delays of the update, it just boils down to their servers not being able to handle the update requests once Samsung releases it to the SPs so one person can get the update now, while the next person with the same device and CSC only updates hours or a day later, which also causes frustration and confusion.
