Galaxy AThat is the usual scenario with Android OS. Even if you are on stock android it will take most of your RAM and you are left 1.5 to 3.5gb of ram depending on the device to device. If you check over the top of android we have company-specific UI One or experience in case of Samsung, MIUI in case of Redme and Color OS in case of Oppo and EMUI in case of Honor that also consume your RAM to provide you customizations and advanced features. In no condition you can the whole RAM available except you also remove OS itself 😛 . and you get 2GB + that's good you can use ample amount of apps together and they can stay in memory.
