How do I unlock my phone if I have forgotten the PIN ?

You need to perform a factory reset and make sure you know your email and password.

I have tried using the down vol and power but it takes me nowhere

If you are logged in with A Samsung account you can remote unlock the device. Google "Remote unlock samsung phone" , and look for a Samsung website.
Google account allows you to do something similar provided you had the right settings turned on beforehand. If all else fails take it to a Samsung repair centre. Take proof of purchase along in case.
