Happens. Wallpaper blurs but also sometime stretches. Happened many times with me, may be a bug or glitch

Change wallpaper to full black then full white , turn off background blur , observe , if there is nothing wrong then its normal .

I think it's wallpaper's own style... have you tried solid color wallpaper? Don't use gradient color wallpaper, it's create illusion...
