Turn on light mode, then change the keypad theme as per your requirement. Again, change the mode to dark mode. You cannot change the keypad theme when your phone is in dark mode. You can change it in light mode only.

You can see 5 options. Select light or dark keypad. Do not select the color palette.
Then, if you change your phone's mode to dark, your selection will remain.
