Eventhough I'm connected on wifi Google play always showing download pending...I rebooted the phone, even VPN is off ..still same problem. What to do??

Clear cache And Data Too ( Needs Adding Email again for google services) of Google Play services nd Google Play Store.Then Restart Your Phone And Add your Google account again for better working.

go to phone settings > apps > google play >clear cashe and data
and restart your play store
