Or you can check in xda forums.(I think root is required for enabling Camera2API Level1.

Galaxy ABuddy ,they won't give RAW support to a midrange phone.These features are only limited to flagship phones according to Samsung.
So your last bet is to root and enable it.
Or you can check it in Android 10 update.
