Sometimes the same problem happens to me too; photos reappear automatically after deletion.

Please reset all settings of your's device in general management settings also Flight ✈️ mode on n off one time also optimize your's device in device care too also clear catche of all apps manually also delete in recycle bin too then try to it's again. As per your concern, we would like to inform you that your deleted data automatically restored on your device gallery due to media auto download option is enable on your device, if you don't want to backup your removed data, kindly turn off the option by following steps.

Path: Settings<< Storage and data<< media auto download: uncheck all to prevent it from being downloaded media automatically.

No Option in Settings and Gallery Settings also
