Even after I turned off my wifi the VOWIFI sign doesn't changes to VOLTE for Jio network. For me it's happening everytime. Does anyone noticed it after the recent update?

Did you try to restart the device?

Also tried safe mode? If not then try it on safe mode and see if it happens again
