Not only processor, all other hardware should support, like Power management, GPU and heat distribution and all these components work together and keep mobile stable. They can't pump up all parameters of CPU. They have to add hardware components according to set parameters of CPU. Also they have to make this phone as per its price range.
This is the same condition of most of the m&F series phones interms of CA , 60fps recording etc... Even a25k phones like f62 and m51 also doesn't have this when the processor supports it .. It's all Samsung's play
